If you discount the corsets of the 1900's and the polyester of the 1970's, the two decades were actually quite similar when it comes to clothing. The ankle length billowing dresses, abundance of the color white and long flowing hair in Picnic at Hanging Rock could easily be from either decade and in this film, they're from both. The movie takes place in 1900, but was produced in 1975. Like most period pieces, the decade in which it was made is certainly evident, and while that can hurt some movies (60's bouffants in a film set in 1932 can be painful to watch) in this film it evokes a timeless quality that's a perfect fit for the mysterious and haunting storyline.
